Vahan data shows that registrations between January and November 2025 reached around 18.97 million units. In comparison, factory dispatches during the same period were lower at approximately 18.08 million units, reflecting growth of just 1.6 percent. Industry executives note that registration data typically lags retail purchases by two to three days, suggesting the final tally for the full calendar year is likely to edge higher.

The gap between dispatches and registrations indicates that manufacturers continued to manage inventory cautiously, even as retail demand improved during the year.

GST Changes Drive Second-Half Momentum

One of the key drivers of demand in 2025 was the implementation of GST 2.0. Under the revised structure, motorcycles and scooters with engine capacities of up to 350cc saw GST reduced from 28 percent to 18 percent. This tax cut, introduced in the second half of the year, helped make two-wheelers more affordable for buyers and supported higher showroom footfalls.

According to Autocar Professional, favourable monsoon conditions and strong rural demand further boosted sales, particularly during the festive season, which recorded all-time highs in several markets.

Scooters Lead Growth

Scooters emerged as the main growth driver within the two-wheeler segment. Manufacturers with scooter-heavy portfolios reported strong double-digit gains, helping lift overall volumes. TVS Motor Company and Suzuki Motorcycle India were among the standout performers, benefiting from sustained demand for automatic scooters in urban and semi-urban areas.

Along with these two companies, Royal Enfield was the only other major OEM to post growth during the January–November period. Royal Enfield’s annual volumes are expected to cross the one million-unit mark for the year, underscoring continued demand for mid-capacity motorcycles.

Competitive Shifts Among Market Leaders

The competitive landscape also saw notable shifts. The gap between Hero MotoCorp and Honda Motorcycle & Scooter India widened to 8.51 lakh units during January–November 2025, compared with 6.89 lakh units in the same period last year. This change reflects Hero’s renewed focus on higher-capacity motorcycles and scooters, while Honda expanded its commuter motorcycle portfolio.

What It Means for Buyers- Two Wheeler Sales 2025

For Indian buyers, the 20 million two wheeler sales 2025 milestone signals a market that has regained momentum after a period of uneven growth. Lower taxes, better rural demand, and a wider range of scooters and motorcycles have improved affordability and choice across segments.

With registrations continuing to outpace dispatches toward the end of the year, industry watchers expect demand trends to remain stable into early 2026, even as manufacturers recalibrate production and inventory levels.
